Mexico's SDS and Sedatu Accused of Corruption and Misuse of Public Funds

In the state of Yucatán, the Secretariat of Sustainable Development (SDS) transferred virtually all of its environmental decision‑making authority to the undersecretary of planning, José Luis González Pérez. González Pérez also serves as an adviser to the poultry group Bachoco, which is linked to former governor Mauricio Vila Dosal. The delegation, formalized in agreement SDS/2026, gives him power over impact‑assessment approvals, permits and urban‑environmental feasibility, effectively sidelining the appointed secretary Neyra Silva Rosado.

At the federal level, the Secretariat of Agrarian, Territorial and Urban Development (Sedatu) has been criticized for paying hundreds of millions of pesos for projects it has cancelled. Funds from the abandoned Urban Improvement Program were redirected to settle debts, and the agency faces dozens of lawsuits over contract rescissions totaling roughly 490 million pesos, raising concerns about opacity, mismanagement and possible corruption.
