Mexico's Supreme Court reviews Quintana Roo judicial reform and orders youth law legislation
The Mexican Supreme Court (SCJN) will examine in July a resolution that seeks to declare constitutional the procedure used to elect the president of Quintana Roo’s Superior Court of Justice. The proposal, drafted by Minister María Estela Ríos González and filed as actions of unconstitutionality 99/2025 and 100/2025, aims to validate article 27 of the state’s organic judicial law and to invalidate other appointment rules that the court deems contrary to the federal constitution.
In a separate decision, the SCJN ordered the Congress of the Union to enact a General Law on Youth within the next two ordinary legislative periods. The ruling stems from Amparo in Review 529/2025, prepared by Minister Loretta Ortiz Ahlf, and finds that the congressional omission violates the rights of young people. The court stated, “La autoridad responsable cuenta con los siguientes dos periodos de sesiones ordinarias para subsanar la omisión legislativa absoluta.” This directive obliges lawmakers to address the legislative gap promptly.
