Milan imposes heat‑related delivery restrictions on riders

The municipality of Milan has issued an ordinance that, from 7 July 2026 until 23 September 2026, requires digital‑platform delivery services to reduce or suspend bicycle, scooter and motorbike deliveries during the hottest part of the day on days classified as high‑heat risk. The restriction applies between 12:30 p.m. and 4:00 p.m. and is triggered only when the INAIL‑CNR heat‑risk system indicates an elevated danger level.

Platforms must adjust automatic order allocation, provide water and rest points for riders, and ensure that bonuses are not linked to speed or the number of deliveries on high‑risk days. The measure mirrors a regional decree that already protects outdoor workers in agriculture, construction and related sectors.

Union representatives and some riders warn that the limits could cut earnings, as the midday period is the peak for food‑delivery demand. Restaurants and customers may also experience longer waiting times or reduced availability during the restricted hours. Officials stress that the primary aim is to prevent heat‑related illnesses such as heat stroke among thousands of delivery workers who regularly cycle in extreme temperatures.
