Milan Tegeltija disputes proposed electoral changes in Bosnia and Herzegovina

Legal expert Milan Tegeltija has criticized Suad Arnautović, a member of the Central Election Commission of Bosnia and Herzegovina, regarding proposed changes to the electoral system.

Arnautović suggested that issues concerning dual citizenship and the voting rights of citizens living abroad should be further regulated to align with constitutional principles and international standards. He specifically highlighted concerns regarding the possibility of members of the Presidency of Bosnia and Herzegovina voting for the president of a neighboring country.

Tegeltija responded by citing Venice Commission opinions, specifically CDL-EL (2007)015, which state that individuals with dual or multiple citizenships must have the same electoral rights as other citizens. He argued that holding multiple citizenships should not be an obstacle to exercising voting rights in both countries. Additionally, Tegeltija noted that there is no established European standard that mandates states to allow voting from abroad.
