Support for a special electoral unit has expanded to include Milorad Dodik, leader of the SNSD, who argues such a unit is a minimum requirement to allow Croats to elect an ‘authentic member of the Presidency.’ Dodik accused Bosniak leadership of misusing the Dayton Agreement to undermine Croat interests. Dragan Čović, leader of the HDZ BiH, echoed this support, stating his party would back the proposal if it enters official procedures. He also criticized the role of Zagreb, suggesting Croats in Bosnia and Herzegovina have sacrificed independence to follow Croatia’s European integration path without receiving substantive changes to their status.
In response to the potential for Bosniak political dominance, political scientist Ivan Pepić has proposed ‘political abstention,’ suggesting Croats could refuse to take office to force structural changes through a political crisis.
