Milorad Dodik Halts Court Centralisation, Places Bosnia Appeal Division in Republika Srpska

Milorad Dodik, the president of Republika Srpska, announced that proposals to create a supreme or higher BiH court with expanded jurisdiction have been removed from the agenda. He emphasized that only an appeal division of the BiH Court will be established, and it will be seated in Republika Srpska without any broader authority over entity courts.

Dodik also described the BiH Constitutional Court as an “anti‑constitutional Serbian Inquisition,” arguing it contravenes the Dayton Agreement’s Annex 4, which was signed by Republika Srpska and the Federation of Bosnia and Herzegovina. He stressed that any constitutional changes must have the consent of the Republika Srpska parliament and that the new appeal division will not interfere with the jurisdiction of entity courts.
