Balkans political moves and Bosnia court dispute

Overview

In early July, Croatia and the Federation of Bosnia-Herzegovina made several interim appointments to state-owned enterprise boards and government roles. Croatia also established advisory councils for civil society in Dubrovnik and for the diaspora in Zagreb.

In Bosnia-Herzegovina, political and judicial tensions persist. In May, HDZ BiH leaders called for electoral reforms to ensure Croat representation in the Presidency. By June, a working group ranked 29 candidates for the Constitutional Court. In July, Bosnian Foreign Minister Elmedin Konaković announced the Constitutional Court rejected a Republika Srpska (RS) appeal regarding election law changes, a decision he claimed would prevent Milorad Dodik from running in upcoming elections.

Dodik has repeatedly criticized the BiH Constitutional Court, labeling it "anti-constitutional" and an "Inquisition." He confirmed that plans for a supreme BiH court were abandoned in favor of an appeal division located in Republika Srpska. Dodik also advocated for the removal of foreign high representatives, noting differing international views on their termination.

Throughout July, Dodik used commemorations of WWII genocide victims and the Battle of Kozara to emphasize Serbian suffering and the need to preserve historical memory. He also defended the registration of Serbian-owned property in RS and praised Prime Minister Savo Minic. By August, Dodik emphasized the unity between Serbia and Republika Srpska, while Deputy Defense Minister Aleksandar Goganić warned of institutional responses to remarks perceived as insulting to the Serbian people.
