Bundesrat approves new e-scooter liability laws and police reforms

The German Bundesrat has passed new legislation regarding liability for electric scooter accidents. The law introduces strict liability for owners and commercial rental companies, shifting the burden of proof to the driver. This measure aims to protect victims, particularly in cases involving rental scooters where identifying the specific rider was previously difficult. The regulation follows a significant rise in e-scooter accidents, which reached over 16,000 cases with personal injury in 2025.

In addition to e-scooter regulations, the Bundesrat approved several other legislative measures. These include granting the Federal Police expanded powers for surveillance and identity checks in high-risk zones, and implementing a simplified process for child benefit (Kindergeld) payments to reduce bureaucracy. The new child benefit system is expected to take effect in early 2027.

Separately, various regional reports from Germany and Austria highlight several incidents, including residential fires in Munich, Celle, and Tirol, as well as criminal activities such as thefts and fraud in the Diepholz and Stuhr regions.
