Ministry of Home Affairs guides school leader downsizing

The Ministry of Home Affairs has issued new guidance regarding personnel policies for school leaders during the restructuring of educational institutions. Under Document No. 9806/BNV-TCBC, the Ministry clarified that principals and vice-principals may be considered for staff downsizing if they are directly impacted by school reorganization and express a desire to resign according to approved plans.

The eligibility for downsizing depends on specific restructuring arrangements, post-reorganization job placement, and the individual's wishes, provided all current regulations are met. For preschool educators, those subject to retirement age provisions under the Law on Teachers may be considered for downsizing under these specific circumstances.

Additionally, the Ministry urged local authorities to address the imbalance of teacher surpluses and shortages. It emphasized that teacher placement must follow Ministry of Education and Training guidelines and align with local educational network plans. Downsizing policies for management staff should only be considered after these staffing solutions have been fully implemented.
