The Ministry urged local authorities to address teacher surpluses and shortages before implementing management downsizing. Following State Audit findings of irregularities, the Dak Lak Department of Home Affairs ordered a review after discovering nearly 779 million VND in erroneous payments under Decree 178. Deputy Minister of Home Affairs Vu Chien Thang noted that while restructuring aims to improve efficiency, urgent implementation led to practical difficulties and errors. On September 10, officials clarified that the errors identified by auditors affect approximately 0.3% of total cases, primarily involving issues in the implementation process rather than flaws in the policy itself. Regarding fund recovery, the Ministry stated that individuals who received benefits incorrectly may be required to return the money.
