Ministry of Home Affairs orders review of Decree 178 personnel policies
The Ministry of Home Affairs has requested ministries, agencies, and local authorities to conduct a comprehensive review of personnel policies implemented under Decree 178/2024. This follows findings from the State Audit Office regarding the settlement of benefits for individuals leaving their positions during the restructuring of the political system.
Statistics indicate that 146,839 people nationwide have received decisions to leave their positions under this decree. This includes 47,913 individuals at the central level and 98,926 at the local level. Of these, 71,610 people are receiving early retirement benefits, while 75,237 are receiving resignation benefits.
The review aims to ensure that all cases comply with the correct subjects, sequences, and procedures. The Ministry emphasized that the deadline for implementing policies under Decree 178/2024 (as amended by Decree 67/2025) is September 1. After this date, personnel reductions will be managed under Decree 154 regarding staff streamlining.
