Ministry of Industry and Technology introduces new investment financing rules

The Ministry of Industry and Technology has introduced a new regulation to facilitate access to financing for investment projects. A key component of this change is the introduction of the ‘Priority Financing Certificate’ (Öncelikli Finansman Belgesi).

Under the new rules, investors in the manufacturing industry who hold incentive certificates can apply for this certificate from the Ministry before seeking financing from intermediary banks. For the Priority Financing Certificate, the total projected investment amount, including R&D expenditures, must be at least 100 million TL.

For strategic priority projects, which require a TSP Certificate, the minimum investment threshold is set at 1 billion TL. Additionally, applicants for the TSP Certificate must have equity or paid-in capital of at least 50 million TL in their last fiscal year balance sheet. The regulation also covers strategic products, specific technology areas, and the processing of critical raw materials.
