Turkey investment aid and financing regulation updates

Overview

Turkey has implemented new regulatory frameworks to restructure and facilitate state aid and financing for large-scale and strategic investments.

Initially, a Presidential Decree updated the rules for project-based state aid, focusing on incentivizing R&D, supporting high-tech production, and reducing import dependency through new minimum investment thresholds.

Following this, the Ministry of Industry and Technology introduced further regulations to improve access to financing. This includes the creation of the ‘Priority Financing Certificate’ (Öncelikli Finansman Belgesi) for manufacturing investors. Under these rules, projects must meet specific financial thresholds, such as a minimum investment of 100 million TL for priority financing or 1 billion TL for strategic priority projects requiring a TSP Certificate. The new measures also target strategic products, specific technology sectors, and the processing of critical raw materials.
