Minnesota Attorney General Keith Ellison announced charges against two men for an alleged Medicaid fraud scheme totaling more than $1.5 million.

Salman Ahmed Elmi, who in 2021 received the “Outstanding Refugee Award for Entrepreneurship” from the Minnesota Department of Human Services, faces eight felony counts. Prosecutors allege that Elmi’s company, Reva Health, billed Medicaid for over $1 million in services that were either never provided or were ineligible for reimbursement. The scheme allegedly involved fabricating documents, paying illegal kickbacks to recipients to use their personal information, and utilizing ineligible providers for adult rehabilitative mental health services. Authorities also noted that some alleged co-conspirators were linked to a recent sex-trafficking ring investigation.

In a separate case, Mohamed Haji Rashid faces nine felony theft charges. His company is accused of billing Medicaid for over $300,000 in services that were not provided or were unfit for reimbursement.
