Initial reports detailed charges against Salman Ahmed Elmi and Mohamed Haji Rashid. Elmi, whose company Reva Health previously received an “Outstanding Refugee Award for Entrepreneurship,” is accused of billing Medicaid for over $1 million in services that were either ineligible or never provided. The scheme allegedly involved fabricating documents and paying illegal kickbacks. Rashid faces felony theft charges for allegedly billing over $300,000 for services that were not provided.
Subsequent developments linked these fraud allegations to a sex trafficking operation. Prosecutors charged four individuals, including former Anoka County assistant attorney Andrea Leigh Sampson, in connection with a ring that allegedly involved at least 13 victims between 2019 and 2024. Sampson is accused of having ownership interests in commercial sex houses and an assisted living facility used to bill Medicaid for more than $500,000. Frank Devon Reeves is identified as a co-owner of Reva Health and is accused of operating the trafficking ring.
