MinTIC submits technical analysis on Comcel and Azteca merger

Colombia’s Ministry of Information and Communications Technologies (MinTIC) has submitted a technical analysis regarding the proposed merger between Comcel and Azteca Comunicaciones Colombia S.A.S. The study, conducted alongside the Communications Regulation Commission (CRC), evaluates the impact of the transaction on the national fiber optic network and the financial stability of both companies.

MinTIC expressed concerns that if Comcel gains exclusive control over vital wholesale infrastructure, it could create barriers to entry for competitors, degrade service quality, and risk the mishandling of sensitive commercial data. This is particularly concerning for isolated municipalities with limited technological alternatives. While the Ministry noted existing regulations to prevent discrimination, it emphasized that the final decision rests with the Superintendency of Industry and Commerce (SIC). MinTIC suggested that any approval should include strict, verifiable conditions to ensure third-party access and protect market data.
