Colombia’s Ministry of Information Technologies and Communications (MinTIC) has faced significant developments regarding national digital infrastructure and market regulation.

In August 2026, MinTIC canceled a major fiber optic project intended to provide high-speed internet to the remote Putumayo region. The cancellation followed a 67.1% budget increase, with costs rising from 683,000 million pesos to over 1.14 trillion pesos. The decision also halted plans for an international digital connection with Brazil’s ‘Norte Conectado’ program.

By September 2026, the Ministry shifted focus toward telecommunications market stability, submitting a technical analysis regarding a proposed merger between Comcel and Azteca Comunicaciones Colombia S.A.S. MinTIC raised concerns that Comcel gaining exclusive control over wholesale infrastructure could create barriers to entry and degrade service quality, particularly in isolated municipalities. The Ministry recommended that any approval by the Superintendency of Industry and Commerce include strict conditions to ensure third-party access and protect market data.
