Misiones Province to Issue Up to $300 Million in Bonds for Infrastructure Projects

The provincial legislature of Misiones, Argentina, is set to debate a bill that would allow the executive branch to raise as much as US$300 million through the issuance of bonds, public securities or similar instruments. The proposal, championed by Carlos Rovira of the Encuentro Misionero party, requires the Ministry of Finance to structure the issuance in at least three series, each capped at US$100 million, and to place them in domestic and international markets.

All proceeds must be used exclusively for capital expenditures, including road construction, bridge works, housing, energy generation, digital connectivity, and social infrastructure. At least 5 % of the funds are earmarked for the newly created Fondo Misionero para la Innovación Productiva (FONMIP), which will support small businesses, cooperatives and startups with loans, guarantees and equity investments, giving the fund a minimum initial pool of US$15 million. The bill also mandates semi‑annual reporting to the Chamber of Representatives and strict transparency measures for the selection of banks and other intermediaries.
