Münster Court to Rule on Future of Niederrhein Sand Extraction

The Oberverwaltungsgericht in Münster is hearing a case on Friday about the legality of designating 17 new sand and gravel pits in the Niederrhein region. The Kreis Wesel and six municipalities—Kamp‑Lintfort, Rheinberg, Neukirchen‑Vluyn, Alpen, Hünxe and Hamminkeln—along with local residents have sued to halt the expansion, arguing that demand for sand and gravel was over‑estimated and that the pits would cause "the irreversible destruction of our high‑quality Niederrhein cultural landscape and home."

The mining company Holemans from Rees has also filed a claim, saying the current allocations are insufficient for the construction industry. Industry representatives warn that without sand and gravel, affordable housing, infrastructure and climate‑protection projects would be jeopardised, noting that prices have risen 90 % in the past decade due to dwindling supplies. The court’s decision could invalidate the Regionalplan Ruhr wholly or in part, removing the planned 17 extraction sites and forcing the regional authority to revise its plan.
