Moldova audit finds only 26% of farm owners comply with mandatory medical insurance

A Court of Auditors report for 2025 shows that 142,367 people in Moldova are uninsured despite legal obligations, most of them (95.9%) being agricultural landowners. Only 26% of these owners have paid the fixed medical insurance premium of 1,264 lei, resulting in an estimated loss of about 187 million lei in the mandatory health insurance fund.

The same analysis notes that extending a comprehensive social insurance package to rural households, patent holders and other independent workers is possible if they choose to pay the required contributions, potentially broadening coverage beyond the current mandatory scheme.
