Overview
A July 2026 audit revealed that only about a quarter of Moldovan farm owners were paying the mandatory medical insurance premium, leaving roughly 142,000 agricultural landowners uninsured and causing an estimated loss of 187 million lei to the health insurance fund. Within weeks, a report from the Agency for Intervention and Payments for Agriculture showed that the National Fund for Agricultural Development and Rural Environment had already spent about 60 % of its 2.293 billion‑lei budget, largely to settle outstanding payments from previous years. With just under 929 million lei remaining for the second half of 2026, only a small fraction of the fund was allocated to new investments, while the majority of advance‑payment schemes continued to support livestock‑farm modernisation. Together, the findings illustrate persistent financial shortfalls in Moldova’s agricultural sector, both in mandatory social insurance coverage and in the availability of development funding.
