Moldova Court of Accounts audits Central Electoral Commission funds

The Court of Accounts of the Republic of Moldova has completed an audit of the funds managed by the Central Electoral Commission (CEC) for the 2024 presidential elections and constitutional referendum. The audit concluded that there were no significant violations in the management of these funds, which accounted for 65% of the commission's annual budget.

However, auditors identified several administrative deficiencies and irregularities. These include issues with the internal managerial control system, which led to problems in public procurement, the use of information systems, and the payment of indemnities. Specific findings included 39 instances where identity data in CEC records did not match payment lists from Poșta Moldovei, attributed to human error or unauthorized interventions.

Additionally, the audit found that 42 electoral officials were appointed without the mandatory qualification certificates, resulting in 115,100 lei in improper indemnity payments. The report also noted irregularities in public procurement, where some electoral councils conducted purchases totaling 4.3 million lei without prior approval of annual procurement plans or sufficient documentation for competitive exceptions.
