Audit of Moldova Central Electoral Commission funds

The Court of Auditors has conducted audits of the funds managed by Moldova’s Central Electoral Commission (CEC) regarding the 2024 and 2025 election cycles.

Initial reports highlighted significant irregularities in procurement, noting that millions of lei in purchases for the 2024 presidential election and 2025 parliamentary elections were not included in annual procurement plans. Auditors found that a majority of election-related spending was conducted through exception procedures and noted insufficient documentation for disqualified bidders. Other issues included the management of obsolete computer assets and unrecorded real estate.

Subsequent findings regarding the 2024 presidential elections and constitutional referendum indicated that while there were no significant violations in the management of the funds—which comprised 65% of the commission’s annual budget—administrative deficiencies remained. These included weaknesses in internal managerial controls, information system usage, and procurement. Specific irregularities included 39 instances of mismatched identity data in payment lists and the improper payment of 115,100 lei to 42 electoral officials who lacked mandatory qualification certificates.
