Moldova Court of Accounts reports 89 million lei spent on state enterprise boards

A report from the Court of Accounts for 2025 reveals that nearly 89 million lei were paid to individuals appointed to management and control bodies of state-owned enterprises between 2022 and 2024. Of this total, 71.4 million lei were distributed as fixed indemnities and 17.2 million lei as profit bonuses across approximately 510 positions in 74 organizations.

The audit identified significant vulnerabilities in the management of public assets, noting that some officials hold multiple simultaneous mandates due to a lack of clear restrictions. For instance, representatives of the Public Property Agency hold an average of 3 to 4 mandates, while those from the Ministry of Finance and the Ministry of Economic Development and Digitalization hold an average of two.

Auditors warned that such accumulation of roles increases the risk of performing duties only formally and may negatively impact primary job performance. Additionally, the report highlighted a disproportion between the number of board members and company size; in 23 organizations, 91 board members oversaw only 327 employees. The Court calculated that exceeding the minimum required number of board members in 35 organizations resulted in approximately 5.5 million lei in unnecessary annual expenses.
