Moldova state enterprise oversight investigations

Overview

Investigations into Moldova’s state-owned enterprises have uncovered significant fiscal and administrative irregularities. An audit by the Court of Accounts regarding the period between 2022 and 2024 revealed that approximately 89 million lei were paid to individuals in management and control positions across 74 organizations. The report noted that 71.4 million lei were distributed as fixed indemnities and 17.2 million lei as profit bonuses. Auditors highlighted risks associated with officials holding multiple simultaneous mandates and identified unnecessary annual expenses totaling roughly 5.5 million lei due to excessive board membership in certain organizations.

Following these findings, a parliamentary inquiry led by Deputy Dinu Plîngău identified further systemic issues. Preliminary checks of 515 registered entities showed that 323 lack a clearly identified responsible administrative authority. The inquiry also found 42 enterprises that are registered with the Public Services Agency but do not appear in State Tax Service records, often due to being linked to dissolved ministries. Additionally, the investigation uncovered several ‘paper companies’ that remain legally active without actual operations. Parliamentarians are now considering expanding the investigation to determine which enterprises should be maintained, reorganized, or liquidated.
