EU leaders discuss Moldova and Ukraine accession at Brussels summit

At a European Council summit in Brussels, EU leaders discussed the accession processes for Moldova and Ukraine. Moldova and Ukraine have officially opened negotiations for clusters 2 (Internal Market) and 3 (Competitiveness and Inclusive Growth).

French President Emmanuel Macron emphasized that while Moldova's progress is recognized, the opening of remaining negotiation chapters will depend on the country's merits and continued reforms, particularly in the rule of law and anti-corruption.

In a notable diplomatic shift, the phrase 'as soon as possible' was removed from the draft EU conclusions regarding the negotiation clusters for both countries. This change followed requests from Hungary and Bulgaria.

Beyond enlargement, the summit addressed the ongoing war in Ukraine, the need for sustained pressure on Russia, and the European Union's multiannual budget for 2028–2034, which the Commission has proposed at nearly two trillion euros.
