Moldova expands digital identity to 14‑year‑olds

Moldova’s government amended the regulation on the issuance of identity documents on 1 July, allowing adolescents who turn 14 to request a qualified electronic‑signature certificate to be entered in their identity or residence card. Minister of Internal Affairs Daniella Misail‑Nichitin said the move continues the country’s digital‑transformation strategy and will make e‑government services more accessible, while noting the certificate does not grant full legal capacity to minors.

The certificate can be obtained at the request of the minor and a legal representative and will be usable through the government’s MPass platform, which provides secure online access to public services. Over 400 000 new identity cards have been issued since the new format was introduced, and about 90 % of people aged 18‑25 already use electronic signatures. The Agency for Public Services reports roughly 400 electronic services are available, with around 100 that can be completed entirely online.
