Moldova modernizes public service recruitment system

The State Chancellery of Moldova, supported by the ‘Attractive and Efficient Public Administration in Moldova’ project, held a workshop on September 17, 2026, to modernize the public service recruitment system. The initiative is implemented by GIZ Moldova and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

The workshop focused on the implementation of Law no. 154/2026, which introduced a pilot recruitment mechanism for executive public functions within the State Chancellery and various ministries. The goal of this new mechanism is to increase transparency, objectivity, and efficiency in identifying suitable candidates.

Participants, including human resources representatives from public institutions, worked on developing and validating written examination questions. Discussions centered on the structure of the exam matrix and the principles for creating items that test both theoretical knowledge and the practical ability to apply that knowledge in specific administrative situations. Alexandru Iacub, Deputy Secretary General of the Government, emphasized the need for a simplified, high-quality written test to objectively evaluate candidate skills and potential.
