Moldovan public administration reform
Overview
Moldova is implementing various administrative reforms aimed at improving institutional integrity and efficiency. In early September 2026, the Ministry of Finance introduced training sessions for public authorities centered on a new Risk Management Guide. This initiative focuses on identifying and mitigating fraud and corruption risks within public institutions, aligning with recommendations from the Group of States against Corruption (GRECO).
Later in the month, the State Chancellery, supported by GIZ Moldova and the German Federal Ministry for Economic Cooperation and Development, held a workshop to modernize the public service recruitment system. This effort follows the implementation of Law no. 154/2026, which establishes a pilot recruitment mechanism for executive public functions. The reform seeks to increase transparency and objectivity through standardized written examinations designed to evaluate both theoretical knowledge and practical administrative skills.
