Moldova moves to merge 75% of its communes into larger districts

Around 85% of Moldova’s 892 localities have adopted decisions to merge, with 761 communes voting in favor of amalgamation, according to Secretary‑General Alexei Buzu. Of those, 400 have already adopted final merger decisions, while 60 communes refused outright and 161 started the process but later stalled.

Buzu estimates that roughly 70% of the communes will actually unite, leaving fewer than ten of the current 33 districts after the reform. A new territorial‑administrative map is expected by autumn, and after the 2027 local elections no commune will have fewer than 3,000 residents. The government is offering financial incentives of 3,000 MDL per resident (about €150) plus dedicated funds for consulting, infrastructure projects and annual transfers to support the newly formed units.
