Overview
In late July 2026 the government reported that about 85 % of the 892 localities had voted to merge, with 400 communes already adopting final decisions. The plan aims to cut the 33 districts to fewer than ten and to ensure each remaining commune has at least 3,000 residents after the 2027 local elections, backed by €150 per resident and dedicated funds.
By early August President Maia Sandu praised the communes that had begun the voluntary process and urged the roughly 200 municipalities still in the final stage to complete amalgamation by the end of the month, warning that a few dozen refusing will be merged by law without incentives.
On 3 August Sandu reiterated the call in a video message, noting that over 85 % of communes have started the process and more than 400 have finalized decisions. She highlighted about 160 communes where negotiations have stalled and urged continued effort, while confirming that the government will keep supporting the final steps. The reform remains focused on strengthening local administrative capacity and improving public services across Moldova.
