Moldova Parliament approves new regulations for small rural farms
The Moldovan Parliament has passed a draft law in its second reading that regulates the operation of small-scale farms within rural settlements. To protect public health and the environment, the law allows for non-professional animal holdings in residential areas provided they receive approval from local councils.
Local councils must ensure that farm locations comply with urban planning documentation, sanitary protection zones, and environmental standards. The regulations aim to mitigate pollution, odors, and noise through proper waste management. Before making a decision, local authorities are required to conduct public consultations and notify residents living within the sanitary protection zone.
The law establishes specific livestock limits for these small holdings, which include: - Up to 150 adult sheep or goats (including offspring) - Up to 30 adult cattle (including offspring) - Up to 30 equines (horses, donkeys, or mules) - Up to 5,000 quail or pigeons - Up to 3,000 rabbits or poultry birds - Up to 100 bee colonies
Additionally, the legislation introduces stricter traceability for veterinary medicines. Importers, producers, distributors, veterinarians, and animal owners must register data regarding the market introduction and use of medications in the e-ANSA electronic system. The law also increases fines for purchasing animals that have not been properly identified and registered.
