Moldova to unify tax system with Transnistria through phased VAT and excise duties
The Moldovan Parliament has approved a legal framework to gradually unify the tax system between the main territory of the Republic of Moldova and the Transnistrian region. The measure aims to implement Value Added Tax (VAT) and excise duties for economic agents in the Transnistrian region to ensure fiscal equity and reintegration.
The implementation will occur in stages. Starting September 1, excise duties will apply to vehicles, jewelry, alcohol, and tobacco products brought into the region. A second phase is scheduled for January 1 to include other product categories. From April, taxes are expected to extend to energy resources, including electricity and natural gas. This timing was chosen to minimize the impact on the population by avoiding the winter season.
Dorian Istrati, president of the Parliamentary Commission on Economy, Budget, and Finance, stated that the goal is to integrate citizens from the left bank of the Dniester into the national economy. He noted that previous tax facilities for Transnistrian businesses created unfair competition for companies on the right bank of the river.
