Transnistria economic integration with Moldova and EU

The Transnistria region is experiencing increasing economic integration with both the Republic of Moldova and the European Union, despite ongoing political ties to Russia.

To eliminate competitive distortions and increase budget revenues, the Moldovan Parliament has approved a legal framework to gradually unify the fiscal and customs regimes by January 1, 2030. This phased implementation includes the application of excise duties on vehicles, jewelry, alcohol, and tobacco starting September 1. Subsequent phases scheduled for January and April will extend taxes to other product categories and energy resources, such as electricity and natural gas. Dorian Istrati, president of the Parliamentary Commission on Economy, Budget, and Finance, stated the goal is to integrate citizens from the left bank of the Dniester into the national economy.

Labor market integration is also accelerating. During the first half of 2026, over 23,000 Transnistrian residents were officially employed in companies on the right bank of the Dniester, marking a 66.8% increase compared to the previous year. Chișinău remains the primary destination for these workers, who are largely drawn to the retail, manufacturing, construction, and transport sectors.

Simultaneously, Transnistria’s trade patterns show a pragmatic shift toward Western markets. In 2025, 71 percent of the region’s exports were directed toward the EU, with major destinations including Romania, Poland, and Italy. EU imports also accounted for 48 percent of the region’s total imports, suggesting that local economic interests are increasingly tied to the EU despite the continued presence of Russian military influence.
