Moldova approves ‘Restart’ education reform; teachers to see salary rise

The Parliament of the Republic of Moldova voted in the first reading on 30 July to adopt the ‘Restart’ education reform. The law creates 35 Territorial Education Agencies (ATE) that will be subordinated to the Ministry of Education and Research and will take over the administration of primary, gymnasium, secondary and special schools from district councils beginning in January 2027. Agency directors will be chosen through open competitions and appointed for five‑year terms.

The reform also sets a salary increase for teachers of 10‑15 % of total income, to be reflected in the September payroll paid in October, with the possibility for some teachers to receive up to a 30 % rise when performance bonuses are included. Critics note that staff of the new agencies could earn salaries up to three times higher than teachers, based on the agencies’ budget allocations of roughly 300 000 lei per unit, of which about 240 000 lei are earmarked for personnel.

Minister of Education and Research Dan Perciun says the changes aim to provide equal access to quality education for all children regardless of their locality and to improve the efficiency of school management.
