Moldova's Agricultural Development Fund Depleted as 60% Spent on Past Obligations

The Agency for Intervention and Payments for Agriculture (AIPA) released its first‑half 2026 report on the National Fund for Agricultural Development and Rural Environment (FNDAMR). The fund totals 2.293 billion lei, of which 1.364 billion lei (about 60 %) had been spent by 1 July, leaving roughly 928.6 million lei for the second half of the year. Most of the outlays covered outstanding payments from previous years, with 1.078 billion lei directed to post‑investment payments for 2024 subsidy applications. Only 8.8 million lei were allocated to stage‑wise investments and about 43.8 million lei to complementary payments. Of the 374 advance‑payment requests received, 287 contracts were signed, 21 were rejected, 24 withdrawn, 7 suspended and 31 remained pending. Approximately 95 % of the 197 million lei advance‑payment scheme was used for modernising livestock farms. The LEADER programme saw 512 project proposals, but only 277 were approved.
