Moldova Parliament pushes emergency electoral law for Gagauzia
Moldova’s Parliament is set to debate a bill on 30 July that amends the Electoral Code to end a year‑long institutional deadlock in the autonomous region of Gagauzia. The legislation, registered on 27 July, will enable elections for the People’s Assembly and the Bashkan on 15 November, fulfilling a Constitutional Court ruling of 9 July that required the electoral framework to be adjusted.
PAS deputy Larisa Voloh, a co‑author of the bill, warned that a non‑functional People’s Assembly “cannot approve normative acts” and that the caretaker administration currently lacks full authority. Civil‑society group Promo‑LEX supports the urgent changes needed for the Gagauzia vote but urges that the remaining, non‑urgent amendments – such as postal voting, voting sections for the Transnistrian region and campaign‑finance rules – be subject to extensive public consultation before a second reading.
The bill will be examined in its first reading during the parliamentary session on 30 July, alongside other legislative items.
