Moldova legislative push to resolve Gagauzia election crisis

Overview

Following the Constitutional Court’s July 9 ruling, Moldova is working to resolve a year-long institutional deadlock in Gagauzia to enable elections on November 15. The political crisis is further complicated by an information war, with Russian actors promoting narratives of “autonomy liquidation” and a “second Transnistria.” In response to the draft law, the Gagauzia People’s Assembly submitted proposals to remove the term “camouflaged independent candidate” and sought to define the regional electoral body as an independent collegial entity. On August 3, the Gagauzia People’s Assembly approved proposals to amend the draft code, requesting the removal of the “camouflaged independent candidate” term to avoid legal uncertainty. They also sought clearer rules on campaign financing and restrictions on local officials, including the Bashkan. On August 11, civil-society group Promo-LEX urged rapid adoption of laws to ensure stability, recommending residency requirements of 12 months for voters and reducing candidate residency requirements from five to three years. They also suggested removing the 1,500-signature threshold for gubernatorial candidates. On August 24, the Moldovan Parliament approved the second reading of the Electoral Code amendments.
