Romania announced a state of fuel‑sector crisis, initially set to run until 31 October with possible extensions. Parliament approved the measure with 293 votes in favour and two abstentions.

The emergency package reduces the special diesel excise tax by 10–25 percentage points (about €0.06‑€0.17 per litre) and cuts gasoline VAT from 21 % to 19 %. It also introduces a dynamic excise mechanism that can lower the tax in 5 % steps up to 20 %, each step saving roughly 14 bani per litre. A 60 % solidarity contribution will be levied on energy companies that earn extraordinary profits when crude oil prices exceed $70 per barrel.

Fuel prices have hit historic levels: standard diesel topped 10.5 lei per litre at several stations and gasoline reached 9.44 lei, nearing the 10‑lei psychological barrier. Romania holds about 2 million tonnes of fuel stocks—roughly half stored abroad—enough for around 90 days of supply, while only two domestic refineries operate, making the market highly dependent on imports.
