Montenegrin Ministry overturns construction ban for Carine resort project

The Montenegrin Ministry of Spatial Planning, Urbanism, and State Property has overturned a construction ban issued by the urban-construction inspectorate against the company Carine. The decision concerns the first phase of the “Novi Novi” tourism resort project, located in Kumbor and Đenovići.

The Ministry ruled that the initial ban lacked sufficient factual precision and clear reasoning regarding cadastral parcels and the alignment of project documentation with technical requirements. As a result, the matter has been returned to the inspectorate for a new procedure.

The first phase of the project, estimated to be worth approximately 80 million euros, covers about 20,000 square meters of land. The total development is planned across three phases on roughly 7.3 hectares of land near the Portonovi resort, with completion of all stages projected through 2031.
