Montenegro Carina construction project dispute
Overview
The Montenegrin government initially moved to revoke a construction permit for the ‘Carina’ project in Baošići. This measure was intended to restore the coastline and sea area following the construction of a large embankment covering nearly 11,000 square meters. The government directed various ministries and local authorities to take legal steps to nullify the permit to protect the Boka region, which is under UNESCO patronage.
However, the Ministry of Spatial Planning, Urbanism, and State Property later overturned a construction ban issued against the company Carine regarding the first phase of the “Novi Novi” tourism resort project in Kumbor and Đenovići. The Ministry ruled that the previous ban lacked sufficient factual precision and clear reasoning. The matter has been returned to the inspectorate for a new procedure. The first phase of this development is estimated to be worth approximately 80 million euros.
