Montenegro Begins Free Textbook Distribution for Over 67,700 Primary Students
The Montenegrin government and the Ministry of Education have allocated more than €3 million to provide free textbooks to all primary‑school pupils. Distribution starts on 10 August and will be carried out in three grade‑by‑grade cycles, covering more than 67,700 students. The first batch includes textbooks for the national curriculum and for English as the first foreign language; a second foreign‑language set will be delivered in the second half of September.
The Textbook and Teaching Materials Institute will supply the books to schools, which will then pass them to the children. In parallel, textbooks for secondary schools are being prepared, but parents will have to purchase those, with prices ranging from €116 to €146 depending on the program. Vocational‑school students will be able to access subject books in PDF format.
The programme also features discounts on school supplies at institute‑run bookstores before the start of the new school year.
