Montenegro and Tuzla Canton free textbook rollout

In early August 2026 the governments of Montenegro and Bosnia‑Herzegovina’s Tuzla Canton announced a joint effort to provide free primary‑school textbooks for the 2026/2027 academic year. Montenegro allocated more than €3 million to print the books and planned distribution to begin on 10 August in three weekly cycles covering grades 1‑3, 4‑6 and 7‑9, with additional deliveries for late entrants. The Tuzla Canton completed a procurement process to supply free textbooks to over 33 000 primary pupils for the fifth consecutive year, aiming to ensure equal educational opportunities.

Two days later Montenegro released further details on its implementation. The programme would serve more than 67 700 primary students, supplying national‑curriculum books and English‑language texts, with a second foreign‑language set arriving in late September. Secondary‑school textbooks would be sold to parents at prices between €116 and €146, while vocational‑school students could access subject books in PDF format. Discounts on school supplies were also offered through institute‑run bookstores.
