Montenegro fines developer Carine €5,000 for failing to restore Baošići coastal heritage site

The Montenegrin company Carine DOO Podgorica was ordered by the Directorate for Protection of Cultural Heritage to remove an embankment and new structures covering roughly 12,500 sq m at Baošići, Herceg Novi, and to restore a partially demolished Austro‑Hungarian manor that is part of the UNESCO‑listed Kotor historic area. After a two‑month deadline passed without compliance, the Directorate issued a maximum fine of €5,000 on 17 July and began preparing documentation for compulsory removal of the works if the company continues to refuse.

The fine must be paid to the Montenegrin state budget within 15 days, otherwise it will be handed over to the public revenue authority for enforced collection. All costs associated with the corrective works will also be charged to Carine, and the state may appoint another party to carry out the remediation.

The case follows a series of legal steps starting with a decision on 16 February and subsequent appeals by the company, which remain pending in court.
