Montenegro meets final criteria for EU Chapter 22

The Government of Montenegro has adopted the final Negotiating Position and the Report on the fulfillment of final criteria for Chapter 22, which concerns Regional Policy and the Coordination of Structural Instruments. This move fulfills all six final criteria, establishing the necessary preconditions for the chapter's closure, which is expected to occur in December as part of the final stages of the negotiation process.

Chapter 22 is considered a critical step in preparing Montenegro for the European Union's cohesion policy. According to estimates presented in the accession financial package, the total projected budget effect of Montenegro's EU accession between 2028 and 2034 is approximately 3.2 billion euros. These funds are expected to support significant investments in transport and communal infrastructure, energy, environmental protection, education, employment, social policy, and economic competitiveness through the European Regional Development Fund and the European Social Fund Plus.

Montenegro has set a goal to close all negotiation chapters by the end of 2026, with a target for full EU membership by 2028. The Ministry of European Affairs will hold a central coordinating role in implementing the National and Regional Partnership Plan and managing the institutional system required to oversee these funds post-accession.
