Montenegro MP warns of quorum obstruction to block Speaker's removal
Boris Mugoša, a Member of Parliament for the European Alliance, has criticized a plan by members of the parliamentary majority to obstruct an extraordinary session scheduled for September 24. The proposed strategy involves preventing a quorum—requiring 41 MPs—to block discussions regarding an initiative to remove Speaker of Parliament Andrija Mandić.
Mugoša noted that for the removal of the Speaker, only a simple majority of those present is required, rather than an absolute majority of all 81 MPs. He argued that if the majority intentionally avoids the session to prevent a quorum, it would undermine the constitutional mechanism that allows one-third of MPs to call extraordinary sessions. He warned that such actions would damage democratic standards and the country's European path.
