Montenegro parliamentary dispute over Speaker dismissal

Overview

Political tension has escalated in Montenegro regarding an initiative to dismiss Speaker of Parliament Andrija Mandić. The Democratic Party of Socialists (DPS) introduced the dismissal initiative following Mandić’s decision to send a condolence telegram regarding the death of convicted war criminal Ratko Mladić. DPS leader Danijel Živković framed the move as a matter of European values, noting support from the Bosniak Party, the Albanian Forum, and MP Sead Hadžić.

An attempt to process the dismissal during an extraordinary session on September 24 failed due to a lack of quorum. Andrija Nikolić, head of the DPS parliamentary club, noted that members of the Democratic People's Party (DNP), led by Milan Knežević, did not attend, effectively preventing the initiative from being processed through obstruction. In response, the DPS has reaffirmed its intention to restart the initiative to dismiss Mandić, with Nikolić stating the party will persist despite expected opposition. He argued that Mandić’s actions have damaged the reputation of the Parliament and Montenegro’s international credibility, urging the parliamentary majority to choose between Mandić and the country’s European path.

Countering these efforts, Dejan Đurović, head of the Nova srpska demokratija (NSD) parliamentary club, stated that the DPS lacks the strength to impose conditions on the government, noting the party holds only 16 of the 81 seats in parliament. Đurović emphasized that the current parliamentary majority is functioning effectively and remains committed to passing laws essential for Montenegro’s European Union accession.

Parallel to the parliamentary dispute, the DPS has joined the informal observer programme of the Socialists and Democrats (S&D) group in the European Parliament. While the DPS describes this as a significant step for EU integration, critics have characterized the move as a “political exaggeration” of a standard party-level cooperation arrangement.
