Croatia influences EU conclusions on Montenegro accession

During an EU summit in Brussels, Croatian Prime Minister Andrej Plenković successfully intervened to amend the European Council conclusions regarding Montenegro’s accession process. The amendments removed specific deadlines that had previously proposed reaching an agreement on temporarily closing all negotiation chapters by the end of this year, as well as language regarding the earliest possible completion of the accession treaty.

Plenković presented a document to EU leaders outlining eight specific requirements Montenegro must meet to secure Croatian support for concluding accession negotiations. Six of these requirements pertain to Chapter 23 (Judiciary and Fundamental Rights), while two relate to Chapter 31 (Foreign, Security, and Defence Policy). Specific bilateral issues cited include compensation for Morinj camp detainees, the location of 14 missing persons, the protection of property rights for Croatian families, and the return of the Jadran training ship.

Plenković denied reports that Germany or Chancellor Friedrich Merz pressured Croatia to ease its stance, asserting that Croatia is acting constructively. Meanwhile, political figures in Montenegro, including members of the DPS, have criticized the move, describing the removal of timelines as a setback for the country’s European path.
