Montenegro EU accession and diplomatic engagement
Overview
Montenegro is actively pursuing European Union accession and strengthening its international diplomatic and security ties.
Officials have emphasized that EU enlargement is a “vital tool for stability and unity” and noted that the country has closed more than half of its negotiation chapters. EU Ambassador Johan Satler indicated that Montenegro could potentially reach membership by 2028 if it maintains its current momentum.
In addition to the EU integration process, Montenegro is expanding its bilateral relations. The government has reaffirmed support for Ukraine’s sovereignty and is working to enhance defense cooperation with the United Kingdom. These efforts focus on modernizing the Montenegrin Armed Forces, improving NATO interoperability, and contributing to collective security through missions in Latvia and Bulgaria.
