Montenegro Parliament to debate EU-aligned digital and financial laws

The Parliament of Montenegro is scheduled to hold its 156th session of the Committee for Economy, Finance, and Budget on October 9, 2026. Due to the extensive agenda and technical limitations, the session will be held in Podgorica rather than the capital, Cetinje, as typically required by the Law on the Capital City.

Secretary of the Parliament Boban Stanišić cited outdated audiovisual equipment and limited space in Cetinje as primary reasons for the relocation. He noted that the session is expected to be highly intensive, involving the consideration and potential adoption of at least seven laws. These include critical legislation regarding digital services and digital markets to implement EU Regulations 2022/2065 and 2022/1925.

Other legislative items on the agenda include amendments to the Law on Financial Conglomerates, the Law on Credit Institutions, and the Law on the Capital Market. Meeting in Podgorica is deemed necessary to ensure the reliable functioning of equipment during a session that is expected to require full-day operations to meet deadlines for Montenegro’s EU accession obligations.
